Talk to Dermatologist on Strange Patches On Scrotum. Small Bumps On Penis.

I had some patches on my scrotum, which were red and itchy and sore and the patches are now still slightly red but not itchy or sore. The skin on the patches seems dry and wrinkly, kind of “tough.” For the penis, I randomly had these small bumps appear - I’m hoping from friction, maybe too much sex or masturbation? As the bumps are in the spot you hold when yourself or someone masturbates you. Any info is welcomed.
