If vision is fine u may have Allergic conjunctivitis or may b viral infection get it checked up .
What I can understand from your question is that your vision is all right but you are having itching in your eyes and that is quite severe in intensity. If that is correct than you are most probably having allergic symptoms. As itching is hallmark of allergy. Are you having some discharge from your eyes? The first part of your question about layer of eyeball, I am trying to understand.
