size is not mention on ultrasound or mammography no comment on skin so difficult to stage with this information. but at least it is T1N0 leoson with hormone positive disease. with more than 90 percent survival.

Yes.  According to these reports she has Breast cancer. For staging CT scan chest plus axilla required, and Bone scan and some other tests are also to be done. 
She should be seen by an oncologist and she can safely receive chemotherapy drugs which will not effect her heart.  According to her condition safe options can be acquired.

Yes she has breast cancer. She needs more tests for a complete staging workup. You need to show her to a surgical oncologist.
