Talk to Dermatologist on Skin Problem On Knee

Hi, I had a mark/wound on my knee for last 8-10 years... it is been of same size.. not increased nor decreased from beginning.. used ointments like betasalic,provate and calcibet from last 2 year... but these could not made any difference. image attached... please advise on this. it is very itching.
