Asa, It seems by your decription that she has plaque on yeeth which is causing gum inflammation. Please visit a dentist at your earliest. They will advise you cleaning and medication if required. .And meanwhile use warm salt water gargles 3 times a day, a toothpaste and mouthwash that would reduce gum inflammation.
