Talk to Cosmetic Surgeon on Frozen Shoulder And Backbone Pain

I have arthritis since 2005 and have been operated almost 5 times. First time I started feel pain on right hip and gradually it had increased. Long story short doctors done Total Hip Replacement on both side. With the passage of time my both shoulders got frozen. Now I can not move my arms above 30 to 40 angle. I am an orphan and can not afford expensive procedure anymore. I heard about arthroscopic procedures. Are they effective? Now GOVT has announced health card facility and I tried calling some well known hospitals that are listed by GOVT. They are not taking any patient with GOVT initiated health card. Is there any DR. available who is specialized in Frozen shoulder and spinal pain and start my treatment with GOVT's Health Card. Please let me know. Thanks.
