Talk to Diabetologist on One Leg Swollen Diabetic Mother Age 55

my mother is diabetic, she had ankle fracture almost 1 year ago, she have recently develop one leg swollen, when its massaged shes bit relax but leg is swellen from knee till feet please advise what could be the case, what medicine or test ultrasound us needed, how can this be treated, i prefer non surgical, its been 14 days this swelling is increasing bit by bit, weight 95 kg thanks
