TSH is low need to see full thyroid profile kindly visit endocrinologist for proper assessment
thyroid reports shows: hypothyroidism and acc yo hbA1c she is having good control on sugars.
Her TSH is below normal that is hypothyroidism.Check out FT4 level too.
HbA1C is good but update us about her fasting and random sugar levels.
