Slight Swelling Under Right Eye And Rough Cheeks

Question

There was a slight swelling under my right eye today morning. And my face\'s skin is bit rough except the forehead. There is also itching. 
I am applying ice and rose water. They sooth for a little while.
I feel like it is an allergy. 
Shall I take any anti allergic pill? If yes then which one?
