Talk to Gynecologist on Scanty Amniotic Fluid

I am 13 weeks pregnant and my liquor(amniotic fluid) is less than adequate. However, it was moderate when i was 11+ Weeks pregnant. P.S. my water bag is not leaking. So, It’s concluded k my baby is not producing enough liquor. Does that mean my baby has any birth defect? What else could be the reason? I am already Drinking coconut water, and have increased intake of water too. Gynaecologist guidance needed.
