Talk to Infectious Diseases on Can You Rule Out Neurosyphilis With Blood Test?

if somebody had many many sexual encounters from years and had the rash attached below, but their blood test of VDRL, RPR, FTA ABS & TPHA all are negative, can you rule out neurosyphilis or syphilis? or lumbur puncture is required. i all ready have met infectious disease doctor through marham but he said nothing to worry, but your opinion? please reply here. im student i cant afford multiple doctors for few questions

timing of rash last year, test timing last week, i did tests late cuz i the rash resolved in 2 days so i didnt care, chugtai and agha khan lahore labs, both negative for fta abs vdrl rpr tpa, rash only on palms and arm both hands non itchy

my rash was painless, last 1-2 day only, resolved on its own, i thought it was from heat because it was summer and i was living without ac kinda, it was only on my arm and palm both hands, it was not anywhere else, my last encounter was now 3 months ago but this rash is 1 year old and back then i was sexually active, i dont seem to have allergy but my skin is senstive like i get marks, im obese so cardic issues kinda yes like heartbeats skipping. i have floaters in my eyed suddenly thats my symtoms more, headaches too but that have been there for 4 years since i had malaria attack, tremors too slight and ear crackling, all 3 years before rash, tests are of last week from two labs, all negative. PLEASE HELP SIR. can i get whatsapp? i cant sleep due to anxiety
