Talk to Internal Medicine on Sudden Severe Headaches

Hi, My mother usually suffers from severe headaches accompanied with muscle pain. She cannot watch constant TV or use mobile phone due to headache. She has headache every day in the morning. She was operated for cataracts a few years ago so she thinks that the headache is due to weak eyesight. But I think it might due to some nerves problem.

I want to ask should we visit an eye surgeon or a neurologist for proper checkup?
