My brother is a police officer. One year ago, he was shot in the chest by criminals and suffered a brachial plexus injury. First 4 months he didn't have any movement in his arm them his wrist and hand movements restored, but he couldn't flex his elbow against gravity. After 8 months of injury, then a plastic reconstructive surgeon performed surgery on his biceps, during which two nerves were connected to restore elbow flexion. It has been 3 months since the surgery, but his elbow movement has not returned yet. After how many months does this movement usually come back?

A gunshot-related brachial plexus injury can take a long time to recover, even after successful nerve reconstruction.
In cases where nerve transfers are performed to restore elbow flexion (commonly using donor nerves to reinnervate the biceps), recovery is not immediate. The transferred nerve fibers need time to grow into the muscle. You should consult your primary reconstructive surgeon first.
