That is called Gynecomastia, its a bit stubborn to diet and exercise. The treatment depends on its grade and relative content fat and gland which has to be determined on an in-person consultation. Most common surgical option is Liposuction and gland removal under local or general anesthesia, if a lot of redundant skin is present, the excision with transposition of nipple areola might be needed.
