Talk to Speech Therapist on SPEECH DELAY

My daughter is 18 months old and she only says words mama and baba that too not so frequently. She understands every command listen to the work I say her to do that she points at things she want she can say Ca to cat and Co to cow. She babbles and talk al the time in her language but she haven't said proper words with understanding. Is that a speech delay? Kindly let me know how to improve her speech
