Undescended testis is a common problem, almost one percent in a normal population of boys and more in premature boys. If testis is not present outside the abdomen then laparoscopy is the only reliable procedure where it can be diagnosed accurately as well as can be treated. It should not be done before 6-9 months.
If you are based in Lahore, I can provide this treatment for your son.

You have misunderstood laparoscopy. It is diagnosis and treatment in one sitting. No further operation is required. MRI will need GA in a small child because he has to stay still for 45 minutes. Also MRI result can be misleading.

As said earlier, ultrasound is not the best way to find the missing testicle. Laparoscopy is the only way. I am not sure if Shifa has facility to do laparoscopic procedure for children.
