This is shingles or herpes zoster. If you had chicken pox as a child the virus can stay dormant in your nervous system and at a later age especially when your immunity is low it can cause shingles which appears as painful blisters along the distribution of spinal nerve roots. In the photograph that you sent the blisters are showing along the cervical nerve roots C4 and C5 on the right side. Shingles or Herpes Zoster virus is the same as chickenpox virus. Thus if you come in direct contact with a patient of Shingles you can develop chickenpox but not shingles. This is because shingles arises from the virus which is already there but has been dormant. Treatment of shingles is with antiviral cream acyclovir or acylex cream that the second doctor prescribed for you
