Talk to Andrologist on Premature Ejaculation

Im having premature ejaculation I can't maintain my pace while intimidating with my partner ones I have a rash in my pubic area mainly at near penis area thighs etc but not on penis I use medicines lot didn't work for me for 9 to 11 months I suffer a lot then someone from medical center give a medicine it cured me just in 4 days and after that rash gone I noticed my timing was getting low from max 15 to 20+ to 10 then 5 and now 1 min I check my penis top cap it's very very sensitive I ejaculate in no time I'm frustrated with this I want permanent solution for this not temporary Soo that's why I'm her and btw I visited many doctors when I get that rash like little dots itching when I sweat on that area and then they said Don't wear so I did till now Soo kindly help me out with this ??
