Talk to Andrologist on Premature Ejaculation And Size Issue

Hello Doctors,
I am 25 years unmarried and having issue with my sexual life.
Because I got an accident in the childhood which burnt my penis with acid(can't describe how it happened). After that I get a surgery to replace burnt skin of my penis and other parts.
Now I have almost 3 inches (while eract) size and severe premature ejaculation issues. My Harmon's tests are normal I visited to doctor and he prescribed anti depression medicine but those doesn't seems to be effected for me... I belive my issue of premature ejaculation is due to my sensitivity of skin.
Can you please tell that there are Chance to fix this issue even with surgery or something? Can I ever marry in my life?

I have visited two good private doctors in Lahore,
1 from DHA hospital and he recommended me to a plastic surgeon, that Plastic surgeon recommend me to do surgery but I wasn't satisfied as he don't do any tests etc so I thought he might trying to make money only.
then I visited to a doctor in hamid latef hospital and he said don't go for surgery it can worse your condition or surgery will only remove the scars.
he just give me antibiotics.
can you recommend me a plastic surgeon in bhawalpur?
