I don't know if there is a blue light pen or not but I know details about the technology. It is called PDT in which a light absorbing cream like metvix cream is applied and light of appropriate strength is shined on the skin. This light is alternative with blue and red light. This comes from a powerful source because the light had to penetrate deep in the skin.
This treatment is for Acne and for certain other cosmetic procedures. You might be able to find the light source equipment but the cream is not available here and is very dangerous too use it by untrained people.
In any way this is not for you because you want for scar treatment. For old acne scars you can opt for PRP, Microneedling or subcision.

First rule out the cause of acne with hair loss and then go for photo therapy.
no madsm blue light doesn't help in removal of scars. This is not for scar removsl. only microneedling will help you. Since you are BF ur baby the hair fall is inevitable. Best treatment option will be mucroneeding with derma pen and prp for scalp. 3 sessions once a month in 3 months would be v helpful for you.
