I don't think this is cellulitis. I think she has very bad eczema for a very long time and she has been scratching very strongly leading to bleeding under the skin. But I may be absolutely wrong.

I would like to examine your mother at my clinic and only then I will be able to give you diagnosis and further treatment.

May be injectables would be necessary. If you cannot take her to a dermatologist then start Tab Nezkil 600 mg twice daily for 7 days atleast then review. Tab Caflam 50 mg twice daily for 5 days if her kidney functions are alright. Apply Fucicort cream twice daily. Tab Softin 10 mg once daily. See a dermatologist near you
