its eczema not fungus
It looks like an irritant eczema to me. She must refrain from handling soaps detergents and fruit / vegetable juices etc. If she wants to work, make sure she is wearing first cotton gloves and rubber kitchen gloves over it.
She must apply Vaseline to her hands like 10-15 times daily.
