However it looks like spider nevi(thread veins).
Consult a vascular surgeon and get assessed properly for underlying cause.

Its most likely Erythema ab igne. It occurs due to prolonged burns to skin for example by sitting very close to heater. Please dont sit close to heater and consult Dermatologist for clinical assessment.
