Your history of the disease is incomplete and rather confusing. Two diagnosis are coming to my mind after reading what you have written. What the doctors say in KSA ? Better if you consult an Indian doctor/Dermatologist there. No Arab.

Is it in any other part of the body as well ? itchy ? scaly ? pain ? any bleeding or oozing from this area? disturb at night ? family history of eczema, asthma or hay fever ? did u try any medication previously ?
