There is no infection here. At least I didn't see any. Ask her to apply Vaseline to it several times a day and wrap it up with a small piece of plastic for few days like 2-3 days and see how it responds. If not being better, take to a dermatologist near you
Mix vaseline with clobevate ointment equally and then apply twice daily for 10 days
