In my opinion your lips are dry and you very frequently run your tongue with saliva on your lips. This is causing more dryness and chapping of the lips. A vicious circle. You have to break this vicious circle by NOT wetting your lips with saliva at all. Instead you will have to apply Vaseline to your lips maybe 20 times a day to keep them moist.
Please consult a Dermatologist in your city who would recommend you after examination a medicine to apply too to your lips for speedy recovery
