Talk to Dermatologist on Pubic Area Dryness

Assalam O Alaikum Wa Rahmatullah

I am Suffering from this Problem for about 3 Months. I have Severe Dryness on my Penile and Testical Area which causes so much Irritation, Itching, Pricking and Pain. This Dryness leads to Cuts/Cracks in the Skin which is Extremely Painful. The Skin Peeling also occurred, which resulted into Week Skin Area. Also I'm facing Difficulty in Shaving the Pubic Hairs and having a much Painful Experience. I have tried to do a remedy at my own, and had used some Moisturizer (Petroleum Jelly, Coconut Oil, even Ghee also). Though, It gave me some Temporary Relief but No Permanent Solution was found. Sometimes I'm Unable to Sleep Whole Night because of the Pain and Itching. Kindly give me some Advise on How to Cure it Permanently.
