Question

My brother has developed the following skin condition, He says initally it was on abdomen and some part of chest from long time now recently appeared on left shoulder ,he thought it would disappear with time but ,some how it has increased ,i want to know what is it? Dx? any treatment doctors could tell ,will be thankful.
