Talk to Dermatologist on Red Spot /Scale On Chest

I am 83kg, 6.1ft tall, a regular gym user, no other disease. i have oily skin. My chest is very less hairy, I got red spots / Scales on middle of my chest since more than 10 years. Sometimes they are gone when I moisturize them regularly with normal oil, rinse them with shampoo during bath. but most of the times they remain on my chest. I feel slight itching on them during sweating. If i don’t bath for 1 or 2 days, they become more itchy and more red. Please advise.
