Allergic reaction from hair colour can temporarily cause hypopigmentation or hyperpigmentation on the area but improves after a while. To me it seems like vitiligo or phulberi or bars. No cure for it if it is vitiligo but some topical treatments or light therapy can be used to prevent it spread and in some cases re pigmentation may occur.
