Chances are that your baby's skin very dry causing generalized eczema called xerotic eczema. But I cannot diagnose correctly without examining her. In this skin disorder the skin is just moisturized by applying thick body moisturizers one or twice daily and especially after every bath. That should take care of the Eczema. Please do not apply any kind of medicine to help body as they may cause side effects.
If that does not work then take her to a will qualified Dermatologist in your area.
