Talk to Dermatologist on Skin Brown Marks Problem

I got little brown circle shape type marks, first it was just on shoulder, then they disappared, and appeared again, and slowly slowly, they spreaded on to chest, they are so light and little, brown circles, they also turn red, and when they are red, i scratch it, and that skin starts peeling off, thin skin peels, but the marks remains, what do i do? Plz help, i haven't used any cream yet, I'm afraid this could make the condition worse. I'm sorry for not uploading the picture. Please reply ASAP. Thanks
