It's called Becker's naevus and yes it is a birth mark. It does not mean that birth marks are visible at the time of birth. They may become visible late in life. Unfortunately there is no reliable treatment available.
Please thank Allah that you don't have it on your face or any other visible part of your body. It frequently affects face in many many people.
