Although not a good picture, is out of focus but I can make out that it's a Keloid. Generally Keloids are not removed surgically becoz they reappear often larger then before.

Keloids are best treated by giving injections in it (intra-lesional) with a special syringe in several occasions and that makes it softer and smaller with each treatment. Sometimes Keloids are removed surgically and as soon as the surgical wound heals, a series of intra-lesional injections are given so that Keloids don't get bigger.
