Although not a good picture. Another one should have been a close-up view, but yes that's vitiligo.
Although no family history is available, but it is often associated with a similar depigmented lesions in either baby's maternal and/or paternal family. Or it is very often associated with other Atopy disorders in the family.
My strict advice- Do not go for any treatment at this stage because the baby is very small.

OK if we do not go for treatment probably this will spread allover the body. Can we control it ?

There is no prevention of spreading of this disorder - unfortunately. There is no medicine on earth.
This can very well be treated but when the patient is older.
Miracles do happen. Sometimes these patches become repigmented after few years on their own without medication.
