Talk to Dermatologist on White Skin Spots On Elbow

I have had these white spots on skin on the front side of my right arm elbow. They started about 2 to 3 years ago from small spots. They stopped spreading for very long time. But just recently, few days ago I noted these spreading in form of little spots on my entire arm. These spots doesn't cause any itching or pain. These become less apparent for some time when I rub them after washing them with soap Their color changes from dark brown- red ( shown in attached pictures) to white after washing with soap Please tell me remedies to remove them. I shall be very thankful
