Talk to Dermatologist on Wrinkled Eye Lids, Possibly Open Pores In Skin? Or Actual Aging?

Hello everyone, I’m 21 and I’ve been facing this issue for over years now since I turned 19, my face looks extremely old with these textures, I don’t know whether they’re open pores or what? They make my face look extremely old, and just look at my wrinkled eyes and those dark circles, how do i repair back my skin to normal? Is there anything I can do, and what are these? How to treat them?
