Talk to Endocrinologist on Testosterone Level

hi 14 year boy got done these tests all are normal except LH and mpv in blood tests.. can u guide what to do further.. actually mother is worried for her.. she lives in mian wali.. and boy had undescended surgery at the age of 8 years now he doesn't have urges nor any erection neither any wet dreams.. he just got little pubic hair that's it.. can u please guide for the mom what to do.. and can it be solved and who to visit endocrinologist or andrologist
