Talk to Pediatric Urologist on Micropenis

Hi, my sone is 2.5 year old. I think he has the problem of micropenis. When he was born, after circumcision his penis almost disappeared. We went back to the surgeon who did the circumcission but he said it is due to fat. But the the fat is now gone and his penis is still very small as compared to other children in the same age group. I want to visit some qualified doctor for it. What specialist should I visit? Any recommendations?
