Salam !
It's folliculitis and it comes after any epilation method like waxing threading plucking , you need to stop it coz it will keep on making post inflammatory hypertension (PIH) those marks after waxing.
You need to stop waxing if u don't want to make it better otherwise with time it will get worse.
For the existing marks you need to apply any lightening agent like hydroquinone.
And switch to laser hair removal. If you have active folliculitis u need to do a antibiotic course.

I have consulted with almost 2 to 3 skin specialists about acne+acne scars which i have on my forehead and cheeks for almost 4years. But it wouldn't work kindly tell me how to get rid of these scars. What should i have to do?? And which type of cream i can use to overcome this problem.

Acne is a cure able problem and one has to seek help when it’s active otherwise it leaves marks, for acne scarring we offer scarlet which has microneedeling and radio frequency . And it has sessions. Apply a sunscreen which should be sebum control in oily skin does help in post acne hyperpigmentation and scarring

Laser fir facial hair are very effective and I have candela gentle max pro it’s a American top notch laser and even then I tell my patients that lasers are not life time you need to take touch ups coz of alternating/changing hormones in body

Skin whitening can be achieved by preventing sun rays so apply a broad spectrum sunscreen , we do have procedures available for skin lightening .
