Talk to Dermatologist on Ingrown Hair Problem

I have tried everything like shaving waxing epilator but all of the ways ends up in ingrown hair and also scaring which is very frustrating. Like my legs are full of scars and ingrown hair bumps. I want an easy solution to it. So I wanted a doctors suggestion that if I can switch to any hair removal cream which is not harmful. I will only use it on my legs and arms not on any other area. So kindly suggest any good hair removal cream, and would it help in fading away the ingrown hair and scaring issue or not?
