Talk to Dermatologist on Itching Between Hips

I'm a 21 years old male. I've a problem that there's a lot of itching between my hips (hipline).. The problem exists from more then a year. Itching is swear on skin surrounding the anal area. Sometimes there's some allergy or rash too. Kindly guide. TIA
