It seems like some kind of vascular lesion/ capillary malformation especially If it is there for years, there is no itch or any other symptom and it blanches with pressure. Usually they present very early in life.These kind of vascular lesions do not go away with topical cream or steroid creams. Laser therapy can work for it e.g. PDL.
