Talk to Endocrinologist on Talk To Endocrinologist For Not Beard Growth And Voice Not Deep

I visited an endocrinologist for "I am 21 years old and still not able to grow beard and Voice is not deep( its like a 14 years old boy), so he suggested me tests of "total testosterone, TSH, FT4 and USG testies and scrotum), reports are attached below, every report is fine .He was not able to diagnose what would be the reason of beard not growing and why voice not deep, so although my testosterone level is normal he suggested to take more testosterone by injection and also he said if you take these your body will become dependent of artificial testosterone and will not produce testosterone on its own from onwards. So kindly plz read this post and suggest what you diagnose about my problem and suggest me good solution.
