Most of patient do not take their medication regularly and properly empty stomach half hr before breakfast with no other medication if you are taking medication regularly and properly and your TSH is high you need to see your doctor also you did not mention why are you taking this medication mostly we prescribe it for hypothyroidism due to many different causes

Thyroxine dose need to be increased to bring TSH in target range. ( different TSH target ranges for pregnant and non pregnant females)
Take Thyroxine tablet one hour before breakfast.
Do not take PPI, iron and Calcium supplement tablets with Thyroxine.
