Blood And Mucus In Stool

Hi
i yave a problem of constipation and when i am constipated after that fresh blood is observed while and after passing stool blood 8 10 drops after passing stool 
some times mucus is also observed
i also feel some skin poping out of anus area but its painless issue is just blood in the stool no pain in abdomen just discomfort type feeling is felt in abdomen
is colonoscopy is the only way to determine the cause?
