Talk to General Surgeon on Lymphedema

My relative had a breast cancer surgery in 2004 after which her left hand got swollen (lymphedema). Since then she has been time and again suffering from infections leading to redness of hand and fever. These infections have become more frequent now.

1. Please tell if lymphedema is curable. 2. Who is the relevant doctor for this disease. (e.g. for heart disease we refer to cardiologist). 3. Any good doctor in Islamabad/Rawalpindi who has experience in treating lymphedema.
