35 Weeks Pregnant - Baby Measuring 2 Weeks Behind

Question

I&rsquo;m currently 35 weeks pregnant but baby is measuring 2 weeks behind (32 weeks, 6 days). 
Doppler, liquor and ctg are all normal
Baby weighs 2023g.
Dr prescribed cle*ane injections everyday and lopr*n 75mg everyday too. 
I also have low lying placenta and gotten steroid shots already

What can I do to increase baby weight? Is it normal for baby to weigh so less and measure behind
Dr wants to go for csection at 36 or 37 weeks, is that fine? Won&rsquo;t baby be too small?

Dear if there is lag of 2 wk or so it is categorised as intrauterine growth retardation. No role of cleaners or loprin at 35 wk . Important is to rule out its cause and control, treat it. Keep a strict feral movement n heart pattern record with Usg Doppler . And try to take pregnancy close to 37-38 wk
