I think u need to follow what ur doctor is saying .. at 40weeks if the baby hasn’t moved into the pelvis and it’s ur first pregnancy than it’s highly unlikely that it will.. ur safer option is to go for a c section as ur doctor has suggested

We here in USA and Canada, wait for 41 weeks and then decide about induction.if everything is normal with baby and mother. In the first baby, head normally do not get fixed early, so we access it during labor. But the doctor who is taking care of you guides you better. Have a good conversation with her/him until one of you are convinced.
