I’m done with the anomaly scan today at 19 weeks, and fetus Heart rate is 150b/m, does it mean I’m carrying a baby girl? Can the heartbeat decrease by next month?

no but at the time of scan specifically ask for gender because only at scan time ,they can tell you after looking at it ,not all radiologist look for gender during scan ,19weeks is good time for gender detection
